Correct mid-year proration

Four different accrual denominators. One engine that knows them.

Most states that mandate paid sick leave use one hour per thirty worked. Rhode Island uses thirty-five. Vermont uses fifty-two. Washington uses forty. DC uses thirty-seven and changes it by employer size. Minnesota and Washington have no annual cap at all.

No dedicated PTO tool encodes this. We do, with the effective date and a link to the statute on every rule, so when a legislature changes something you can see exactly what changed and when.
